From your screenshot it appears that you are trying to install on a OneDrive folder, which is probably cloud synced, maybe even shared, this is likely causing your issue.
In addition it is helpful to make sure you are installing as administrator, you can try right clicking the installer exe and selecting "install as administrator"

Was already running it as admin. Didn't work when I move it to C-drive... But worked when I turned AVG antivirus off.
